As Colorado Springs' Commisioner, Sully opposes a deal to mine for copper to make electricity. In order to sway Sully's decision, Mr. Garrick threatens Sully. Sully and Michaela's daugther, Katie, is then kidnapped while the town celebrates Michaela's birthday.
